The European Parliament has supported a new regulation which is based on biocidal products. From 1st January 2013, member states will not be allowed to use some of the most dangerous substances, including ones that may well cause cancer and hormonal imbalances.

Biocidal products tend to be used as pesticides and are often used in disinfectants and repellents. Industry likes to use them as preservatives for manufactured goods, but they “could” cause health risks and damage to the environment

Some household goods like furniture and textiles are currently treated with biocidal products and the legislation will also apply to active substances come into contact with food. Products that are already covered by legislation,e g food and fee and their additives etc, are excluded from the new regulation.

One of the most frequently asked questions is whether homeowners need to apply for a building warrant to do repairs to a home or building.

While this list is not exhaustive, it gives you an indication of what can be carried out. This list is informative only, and you should ask the question of your local planning office.

If equipment is being replaced by the same type of equipment and the same kind of installation, a warrant is not usually required. This applies as the replacement may not be worse than the condition of the equipment and installation that it is replacing.

The existing equipment and installation can be improved on, eg by installing double glazing to single glazed windows (check for listed building status and with your local planning office)

Examples include:

Kitchens and bathrooms.

Guttering.

Chimneys and flue fittings.

Wall and ceiling repairs.

Fitted furniture.

Door and window repairs.

We are often asked to remove waste from customers homes that is not a product of our works. All waste that is produced by home owners and businesses have to be paid for or taken to your nearest waste recycling centres. To assist with home owner waste, we are listing the current waste recycling centres that are in Aberdeen and which may help you to dispose of your excess home waste.

Existing Centres

Greenbank Crescent, Aberdeen
In East Tullos, it is the only centre south of the city. It is the largest centre and is the only one in the city which can accept paint, wood, car tyres and gas canisters.

Bankhead Avenue, Bucksburn, Aberdeen
The site in in an industrial area is a small centre and cannot accept all materials. It is too small for the full range of materials to be recycled. It may be a good idea to contact them before going over if you suspect that your material may not suit the centre.

Perwinnes Moss, Scotstown Road, Aberdeen
The smallest site in the city and cannot offer a full range of recycling for materials. This centre may be replaced by a new centre in the future.

Pitmedden Road, Dyce, Aberdeen
It is too small for the full range of materials to be recycled. It may be a good idea to contact them before going over if you suspect that your material may not suit the centre.

You may find that you need to queue to enter the centres.

In general, no, you don’t.

A warrant only shows that you are adhering to the Building (Scotland) Regulations Act of 2004.

It does NOT mean that you don’t have other obligations. If you have work that may affect part of another building, ie a shared wall, then you will have other legal requirements that are expected of you to perform, which would include informing anyone that it might affect.

Planning permission may also be required for the work and is completely separate from the building warrant. It is advisable that you contact your local planning department to ensure you are fully aware of the legal obligations that you are under when you plan to carry out building work to your property.

Planning permission in Scotland is changing. Will this bring us more into line with the English proposals? Only time will tell. What we do know is that there are more things that homeowners can now do without having to apply for planning permission, but only if they are not within the scope of a conservation order.

The rules changed on the 6th February 2012, and the changes do away with the need for planning permission for some extensions and building changes.

It is not all plain sailing though as there will be certain conditions to meet, but it will make building some extensons and alterations easier to carry out.

Ensure you contact your local planning department BEFORE you begin any work, or you may just find yourself in a spot of hot water.
